<p><strong><br />"Those Who Own the Property Should Rule." </strong></p>
<p>This was the startling title of a leading editorial in the Raleigh Post, one of the leading dailies, if not the leading one - of the Democratic party in this State, on Oct. 22. This is stratling because it is a confession. To use a homely phrase, it "lets the cat out of the bag." This is a temporary raising of the sheep's clothing and gives us a temporary view of the hyprocratical wolf within.</p>
<p>"Those who own the property should rule." This is the law of the new Aristocratic party in this State, misnamed, the Democratic. Yes, it has come to this: the dollar is greater than the man, and money better than manhood. This is monopoly's view and this is the view taken by the so called Democratic leaders of this State.</p>
<p>Money must rule. Intelligence, patriotism, virtue, religion - these are nothing. Corporations, trusts, combines - these be your gods, ob Isreal. The poor struggling farmer raising his five cent cotton and striving in his humble way to serve as best he can his country and his God does not own the property and he must not rule - he must serve.</p>
<p>"Those who own the property must rule." The wishes of the Southern Railway, the of the American Tobacco Company, of the Sugar Trust must be respected - when the great railway corporation says "I want more money; raise passenger rates so I can squeeze more out of the people" - passenger rates must be raised - the railroad corporation "owns property" and "those who own the property must rule."</p>
<p>When the various trusts say to a Democratic legislature: "Pass this bill," or "kill this bill," their orders must be obeyed because they own property and</p>
<p>"Those who own property must rule." The first step toward this is the cry of negro. The monopolists know there is no negro rule. But the negro is poor and "those who own property must rule." Hence they will under pretense of disfranchising the negro, disfranchise at the same time the poor white man. Then, indeed, "those who own property will rule," and the purpose of the Post and other "nigger yellers" will have been accomplished.</p>
<p>We do not believe there is a Democratic negro yelling orator in the State more opposed to negro domination than we, - not one who is a more earnest advocate of white supremacy than we. But we have read both sides, we have looked up their record, and are convinced that it is a hypocritical cry hatched up for the purpose of deceiving the voters, in order to elect a legislature which will be the tool of plutocracy - of the moneyed men, and that will give us an election law, whose meaning shall be "those who own property must rule."</p>
<p>This is what we are fighting: we are honest in this fight, and we are earnest in it. We beg every voter to consider carefully the great question before him.</p>
<p>To realize that "nigger" is only a campaign cry you have only to recall that six months ago you heard nothing of "nigger domination," and that the leading "nigger howler" in the State, the News and Observer, then declared that the "negro" was a minor issue ; that financial reform was the " paramount issue " and that if silver leaders did not have patriotism, wisdom and statesmanship enough to drop minor issues, such as the negro question and wage the fight on the paramount issue that we must live and die under the crushing domination of the gold standard. Now the Democratic leaders have proved their insincerity on the paramount issue and the same newspaper slave of party is yelling itself to death over a "minor issue in order that the people may live and die under the crushing domination of the gold standard."</p>
<p>How have the mighty fallen!</p>
<p>Yes, "Those who own the property must rule"- that is the meaning of the "nigger cry." The poor negro as a political factor must go and the poor white man will go with him or go soon after. Mark our prediction. And again we say think well before you cast your vote, or you may regret your rashness when regrets will be of no avail. If you do not care if property becomes of more importance than patriotism, manhood than money, and "property owners than patriots," then you need not worry; if otherwise, we advise caution.</p>

The building to be of the following dimensions and executed according to the inclosed [sic] plan & as hereby described - the Building to be (96) Ninety Six feet (7) Seven Inches in Length, (40) forty feet one Inch & a half in width, two storys [sic] in height. The first story twelve feet the second story ten feet. The foundation to be laid with stone up to the surface of the ground, from the surface of the Earth to the top of the first floor to be two feet four Inches laid with Bricks two & a half feet thick. The outside walls to be two Bricks thick up to the second floor, from the second floor to the plates to be one & a half Bricks thick, all the partitions to be a Brick & a half thick. Eight rooms on a floor with a Chimney to each Room, the breast or front of the Chimney six feet in width, three feet nine Inches in the opening & Eighteen Inches deep from the plate to the extreme top of the Roof fifteen feet according to the written plan. The Roof strong, not heavy, but well framed & braced, the plate twelve Inches by 4 Inches. The upper joists to be Seven Inches by two & a half Inches, the middle joists to be ten Inches by two & a half Inches, the lower joists or sleepers to be ten Inches by three Inches, [Joinders] ten Inches by eight Inches. The two floors to be laid with Inch & quarter plank, the lower floor to be laid with square edged Boards, the second floor to be tongued & grooved the Boards not to exceed Seven Inches in width, the joists to be at or near fourteen Inches apart. The Cornise [sic] to be worked with common planes sometimes called horse planes, the Sashes in the first story eighteen Lights each ten by twelve, the Sashes in the upper floor to be fifteen Lights each ten by twelve, the under Sash to be hung & the price the weights cost to be charged exclusive of the Sum agreed for the Building, the upper Sashes to be fixed in the frame one Oge round [page torn] the inside quill plain. The outer Doors to be folding Doors three panels in each square edge & flat panel, the framing to be one Inch & a half thick, the panels half an Inch thick with an Ovello on the framing, the Door Cases the same as the windows, on Oge on the outside only, four Lights over the outer Doors. The inner Doors to be six panel Doors, the framing to be one Inch & a half the panels half an Inch all square with an Ovello on both sides, the partition to divide one of the end rooms on the upper story to be of falling Wainscot. No locks, hooks or fasteners of any kind to be found unless charged for separately, a closet in each room with Six shelves fixed in the plaster & plain panel Doors square edge & flat panel & a plain chimney piece over each fire place, a plain skirting or wash board about 4 Inches broad & beaded on the upper edge, the Chair board three Inches broad with surbase. The Stair Case to be quite plain pine handrails & square Bannisters to the lower side of the stairs to be lined with ¾ boards from one string board to the other. The Shingles made of heart pine eighteen Inches long [illegible], not rounded but laid square & nailed to sheeting of oak plank with sixpenny nails. The floors to be nailed with flooring Brads through the boards not secret nailed. No Bricks to be rubbed for either chimneys or Doors or windows unless the Brick makers do it, the whole of the Brick work to be laid in mortar made of Lime & sand. The stone work under ground a dry wall, the outside Doors & windows put together with white lead, the inside Doors & framed partitions with glue. The Ceilings to be lathed with white washing on the plaister [sic]. The whole to be done & executed in a plain but neat, substantial & workman like manner. The Sum to be give for finishing the said Building (exclusive of Bricks, Sash Weights, Locks, hooks, fastenings, & painting) is the sum of two thousand five hundred pounds, one third eight hundred & thirty three pounds 6/8 on demand; one third eight hundred thirty three pounds 6/8 when the second floor of joists are put on the walls; the third & last payment of Eight hundred & thirty three pounds 6/8 as soon as the House is received - a counterpart of this being delivered to James Patterson signed by the Commissioner. July 19th 1793.

Dear Chancellor House:
I have received four Negro applications, three formal and one informal, and I enclose the application blanks together with the correspondence concerning them. Briefly summarized, they are as follows:
J. Kenneth Lee, of Greensboro, N. C. He is currently a student in the Law School of the North Carolina College at Durham, and is one of the plaintiffs in the case pending against the University Law School. His application to Summer School is not made on the basis of applying for complete admission to the Law School with advanced standing. It is made on the basis of applying for admission to the Summer School only.
Our policy with white students who wish to come only to the Summer Session has been to admit them upon a statement from the Dean of an accredited Law School to the effect that they are in good standing in his Law School. Lee has forwarded such a statement from Dean Albert L. Turner, of the College Law School.
Harvey E. Beech, of Durham, N. C., who has applied for admission to our Summer School on the same basis as Lee and has enclosed a similar letter from Dean Turner. He is not a plaintiff in the pending case. In connection with these two applications, the best information I now have is that the College Law School is not offering summer work. However, as of a few weeks ago, I know that President Elder had summer work under consideration because he called me to inquire about our summer program. I presume that the exact status of this could be ascertained from President Elder.
William C. Chance, Jr., of Parmele, N. C., who has been attending the New York Law School, from which he has received an LL.B. degree and in which he is currently taking graduate work. It appears that he wishes to enter as a regular student in this Law School in the fall and as a ’'special student" in the summer. The New York Law School is not a member of the Association of American Law Schools, and possibly this is the reason this applicant says nothing about transfer credits.
Pauli Murray, who is apparently a resident of New York and who holds a Masters degree in law from the University of California. He inquires about the possibility of taking graduate work for the purpose of earning the degree of J.S.D. We do not give any graduate work in law, and I assume this is the only answer we need to make in this case.
